H.E. Eng. Noora Al-Fassam

H.E. Eng. Noora Al-Fassam was appointed as Minister of Finance and Minister of State for Economic Aairs and Investments on August 25, 2024 by Amiri Decree .140/2024

Her Excellency Eng. Noora Al-Fassam was the Chief Strategy Ocer at Boubyan Bank, the rst position of its kind approved by the Central Bank of Kuwait in Kuwait. She has professional experience in the nancial and banking sectors as well as 25 years of experience in investments.

Eng. Al-Fassam held positions at Kuwait Investment Authority, National Bank of Kuwait and National Investments Company. At Boubyan Bank, she supervised the implementation of the bank’s strategic plans to meet the economic and nancial goals.

H.E. Eng. Noora Al-Fassam had numerous board memberships both locally and regionally. She had close working relationships with many senior executives in many regional and global investment banks. Eng. Al-Fassam managed private equity deals and established companies with a total value of over USD 1 Billion.

Eng. Noora Al-Fassam holds a master’s degree in Business Administration from Kuwait University, as well as a bachelor’s in Industrial Engineering and management systems with Honors from Kuwait University.
